1. PPP (Master or employee MOE) DG41 / DG44 (CTP) only.
2. Has served as PPP at least five (5) years.
3. Performance (LNPT) exceeded 85% for the last 3 years
4. Independent disciplinary action / MACC / loan hardcore
5. ratify by the Head of Department or Headmaster / Principal School
