Public Service Commission was established on August 31, 1957, which corresponds with the day of Independence of Malaya at that time. At first, during the English occupation, the Civil Service of the States of the Federated Malay when it was under British administration. Malaya's independence on August 31, 1957 was in itself form a new government Federation of Malaya independent and sovereign state. Officially, the Public Service Commission has been established as embodied in Article 144 (1) of the Federal Constitution
Article 144 (1) of the Constitution: - "Subject to the provisions of any law and to the provisions of this Constitution, shall be the duty of a Commission to which this Part appoint, confirm, enter into the permanent or pensionable , promote change and exercise disciplinary control over members of the services covered by its jurisdiction. "
TASK
The tasks carried out by the Public Service Commission is as enshrined in the Federal Constitution and in them are included the following items: -
APPOINTMENT
The Commission manages the appointment of members of the Public Service on a permanent, temporary, contract, temporary and convertible loans. Commission members power to terminate the services of the Public Service in accordance with the terms of the appointment. The Commission has given power to the representatives of the Federal Ministries and Departments, Administration of the State Governments concerned for positions in the Support Group (Group D CAC).
CONFIRMATION OF SERVICE
The Commission confirmed the ruling of the Civil Service in the service, extending the probationary period, the staff returns to its original position or terminate service because of failure to be confirmed. The Commission also gave delegates the power to Ministries, Departments and the State Government concerned to verify the in-service for posts in the Support Group (Group D CAC).
STATUS OF PENSIONABLE
The Commission manages pension status to members of the Public Service does not include members of the Support Group (Group D CAC) has been confirmed in service and has served on the services that can be accounted for as pensionable service for a period of not less than 3 years.
EXCHANGE SERVICE
The Commission can change the permanent members of the Public Service of the schemes of service to one service to another, and from one service to another service for the same service scheme. The Commission also has the power to change the regular officials appointed on a temporary basis and loans.

The Commission serves as the Promotion Board for promotion to the post (promotion to the post) officers to the Board of Public Service Promotion and promotion of a grade to a higher grade (promotion to grade) for officers in in Integrated Services Scheme. In addition, the Commission also serves as a Promotion Appeal Board of Public Service as provided under the Rules of Civil Service Promotion Board concerned.
CONTROL OF DISCIPLINE
The Commission is the Disciplinary Authority concerned for disciplinary action with a view to dismissal or demotion of officers to top management and the management and professional as well as the Disciplinary Appeal Board of Public Service as provided under regulations Public Services Disciplinary Board concerned.
