At the beginning of the establishment of Kota Tinggi District Council known as the Town Board in which part of the Administration is under the administration of the Government. On April 1, 1961, the Town Board has been changed to the Town Council in which the entire administration to Statutory Bodies and Financial Autonomous and assistance grant from the State Government.

On January 1, 1977, Kota Tinggi District Council through the restructuring of local authorities in West Malaysia by bringing together a number of local authorities in accordance with the powers conferred under Section 10 of the Local Government Act 1976 (Act 171) (Provisions Provisional) 1973 to be published in the Board of managers.
