Pasir Gudang Municipal Council (PPG) was established on July 1, 2008 under Section 3 of the Local Government Act, 1976 (Act 171). MPPG administrative area covers 311 square kilometers (31,132 hectares) that includes oysters and some Mukim Plentong Reuters.
PPG's history began on July 1, 1977 when the Town Council established by the Declaration of Pasir Gudang Johor State Government Gazette No. 4 Jil.21, J.P.U. 10 dated February 17, 1977 under section 3, the Town Boards Enactment (No. 118).
With effect from the same date, the Corporation (formerly known as the Johor State Economic Development Corporation-PKENJ) was appointed as the Local Authority to administer and develop the area's Pasir Gudang Town Council under Section 150 of the Town Board.
Starting July 1, 1985, the Johor State Government has agreed PGLA administered under Section 7 of the Local Government Act, 1976 (Act 171) in place of the Town Board Enactment 1937 (No. 118).
The Corporation has been entrusted by the State to administer a PBT Pasir Gudang to the periods that had been approved up to 31 years, from 1 July 1977 to 30 June 2009.
When PBT Pasir Gudang has fulfilled all the criteria as a Municipal Council, and the Pasir Gudang Municipal Council (PPG) was established on July 1, 2008 under Section 3 of the Local Government Act, 1976 (Act 171).
Two officers of the Corporation have been seconded as President and Secretary MPPG to administer MPPG in the transition period, namely Tuan Haji Lukman Bin Haji Abu Bakar, Senior General Manager of Johor Corporation has been appointed as President and Mr. Mohamad Mazlan Bin Ali, Deputy General Manager of Johor Corporation was appointed as Secretary MPPG.
Starting 1 September 2009 MPPG management reins to migrate to a new era when the state took over most of the administrative MPPG of the Corporation by placing two Johor State Administrative Officer, Tuan Haji A. Rahim Bin Nin as President and Mr. Bin Haji Misran as Za'nal Secretary for administering MPPG.
In line with the establishment of the PPG, the appointment of council members was made on July 1, 2008 which includes 24 zones. The role of the council is a link between local communities and management MPPG.
