CUSTOMS AND EXCISE DEPARTMENT OF THE FEDERATION OF MALAYA 1948


With the formation of the Federation of Malaya in 1948, they had formed a Customs and Excise Department for the whole of the Malay Peninsula. According to the Customs Ordinance 1952, the department was placed under the control of the High Commissioner of Malaya and is headed by a Controller of Customs as there since 1938. It lasted until the country achieved independence in 1957.

With the power of the Section 138 of the Customs Ordinance, 1952, he was residing in the Federal Council is responsible for issuing all regulations relating to Customs matters. Customs main area at the time was around the Malay Peninsula with the exception of Penang, to maintain its status as a free port.

Following the establishment of the Customs Union for the whole of Malaya in 1948, hence the need to improve the performance of staff and departments to meet the needs of the State to be heading towards independence. Thus, in 1956 has established a training center in Bukit Baru Melaka which was initially only able to accommodate a total of 40 trainees at a time.

When the Federation of Malaya gained independence in August 1957 once more Customs and Excise Department in terms of administrative structure reorganized to meet the needs of an independent Malaya. Administration of the Customs and Excise Department was placed under the Ministry of Finance, headed by a Customs and Excise, which reports to the Minister of Finance.

The department is in the area has been divided into three zones based on a major trade center. For Northern Territory base was in Penang, including Kedah, Perlis and Perak. For the Central Region, the base was in Kuala Lumpur and its area covers Terengganu, Kelantan and Negeri Sembilan. Finally, the southern region covering Johor, Melaka and Singapore Customs Station. As a result of that on the 1st of August 1972, the Director General of Customs Malaysia creating a Deputy Director General and Assistant Director General in charge of all matters of implementation, plus another Customs deputy director in charge of all affairs management. Starting from that date is also the Director of the Customs Territory of West Malaysia has been eliminated and replaced with three of the Customs Area as chairman for each region, the north, center and south that was headed by Senior Assistant Director of Customs.

In the 70s and 80s, the country headed to the industrial era consequently the role of Customs and Excise Department is getting out. The new tax was introduced as the sales tax imposed on goods manufactured locally and collect taxes for services provided by hotels, guesthouses and entertainment center and health. To avoid branches of industry and investment industry has established support units such as Narcotics Unit, Computer Unit and other units have been established to deal with industrial development in Malaysia.
